А.ж. 28 қыркүйегінде Бас Прокурор Берік Асыловтың төрағалығымен жол қозғалысы қауіпсіздігін қамтамасыз ету және арттыру бойынша уәкілетті мемлекеттік органдар қабылдайтын шаралардың тиімділігі мәселесі бойынша заңдылықты, құқықтық тәртіпті және қылмысқа қарсы күресті қамтамасыз ету жөніндегі Қазақстан Республикасы Үйлестіру кеңесінің отырысы өтті.

Үйлестіру кеңесінің жұмысына Парламент депутаттары, құқық қорғау және арнаулы мемлекеттік органдардың, бейінді министрліктердің басшылары және басқа да мүдделі тұлғалар қатысты.

Талқылау барысында соңғы бес жылда елімізде 75 мың жол-көлік оқиғасы (бұдан әрі - ЖКО) тіркелгені, онда 100 мыңға жуық адам зардап шеккені айтылды. Күн сайын автокөлік апаттарында бірнеше адам жарақат алып, қаза табады.

Апаттардың төрттен бірі жылдамдық режимінен асып кету нәтижесінде болды. Сондай-ақ, ЖКО Жол қозғалысы ережелерін бұзу, соның ішінде мас күйінде көлік құралын басқару, бақылаусыз мал жаю салдарынан орын алды.

Көбінесе жаяу жүргіншілердің өздері көлік оқиғаларына кінәлі болады. Осы жылдың өзінде 233 ЖКО орын алып, 40 адам қаза тауып, 155 адам түрлі жарақат алды.

Ахуал жол инфрақұрылымының жеткіліксіздігімен, әсіресе қала маңындағы жолдардың, сапасыз және жолаушыларды заңсыз тасымалдаумен күрделене түседі.

Мысалы, Қарағанды – Балқаш тас жолының учаскесін (ұзындығы 362 км) реконструкциялаудың ұзақ уақытында 2019 жылдан бері 99 ЖКО орын алды.

«Мемлекет басшысының тапсырмаларын іске асыру шеңберінде жол қауіпсіздігін қамтамасыз ету жөнінде кешенді шаралар қабылдау қажет. Көлік жүргізу тәртібін бірлесіп арттыру, кез келген құқық бұзушылыққа нөлдік төзімділік қағидатын сақтау», - деп атап өтті Берік Асылов.

Талқылау қорытындысы бойынша өңірлердің әкімдеріне бейінді министрліктермен бірлесіп қосымша жаяу жүргіншілер өткелдерін салу мәселелерін пысықтау, қажетті жол белгілерін орнатуды және жол құқық бұзушылықтарын тіркейтін автоматты камералар желісін кеңейтуді қамтамасыз ету ұсынылды. Оқушылар үшін қауіпсіз орта құруға ерекше назар аударылатын болады.

Ішкі істер министрлігіне жергілікті атқарушы органдармен бірлесіп жолдардың авариялық-қауіпті учаскелерінің тізілімін жасау, проблемалардың тізбесін айқындау және оларды дәйекті шешу ұсынылды.

Сондай-ақ ережелерді өрескел және бірнеше рет бұзғаны үшін жауапкершілікті қатаңдатуды көздейтін «Әкімшілік құқық бұзушылықтар туралы» Қазақстан Республикасының кодексіне түзетулерді пысықтау туралы мәселе көтерілді. 

Жалпы, жол апатын азайту үшін еліміздің жолдарындағы жағдайды түзетуге бағытталған бірқатар басқа ұйымдастырушылық және заңнамалық шаралар әзірленді.
