Мемлекеттік қызметті атқару қоғам мен мемлекет тарапынан білдірілген ерекше сенім болып табылады және мемлекеттік қызметшілердің адамгершілігіне, этикасы мен моральдық бейнесіне жоғары талаптар қояды. 

Қоғам мемлекеттік қызметші өзінің барлық күш-жігерін, білімі мен тәжірибесін өзі жүзеге асыратын кәсіби қызметіне жұмсайды, өзінің Отаны – Қазақстан Республикасына қалтқысыз әрі адал қызмет етеді деп сенім білдіреді.

Қазақстан Республикасы Президентінің 2015 жылдың 29 желтоқсандағы № 153 «ҚР мемлекеттік әдептілік нормаларын және мінез-құлық қағидаларын одан әрі жетілдіру жөніндегі шаралар туралы» Жарлығымен Қазақстан Республикасы мемлекеттік қызметшілерінің Әдеп кодексі бекітілген.

Этика дегеніміз - тәртіпті сақтау ережелері. Ол қоғамда белгілі бір нормаларға сай өмір сүретін қағидалардың жалпы жиынтығы. Ал бұл нормалар адамдардың мораль және адамгершілік қасиеттерінің болуымен тығыз байланысты. Мораль және адамгершілік туралы ілім этика (әдеп) болып табылады. Сондықтан этикет этика ілімінің  негізінде қалыптасқан, яғни адамгершілік құндылықтарды сақтай отырып, адамдардың бір-біріне нұқсан келтірмейтін қоғамда тәртіп сақтау ережелері қалыптасты. Белгілі бір тәртіпсіз өмір сүру мүмкін емес, себебі егер қоғамда белгілі бір этика сақталмайтын болса адамдардың арасында қатынас хаосқа айналып кетуі мүмкін. Сондықтан әр қоғамда адамдардың тәртібін адами тұрғыда бақылайтын, теріс қылықтарды азайтатын белгілі бір нормалар жиынтығы құрылған.
